स्वीकृति से निर्माण तक 72 दिनों की समय-सीमा का हो कड़ाई से पालन

केंद्रीय मंत्री श्री चौहान ने परियोजनाओं में होने वाली देरी पर कड़ा रुख अपनाते हुए कहा कि स्वीकृति मिलने से लेकर निर्माण कार्य शुरू होने तक के लिए 72 दिन की समय-सीमा निर्धारित है, लेकिन कुछ राज्य इसका उल्लंघन कर रहे हैं। उन्होंने निर्देश दिया कि ऐसे राज्यों का पूरा हिसाब-किताब तैयार किया जाए। उन्होंने कहा कि टेंडर प्रक्रिया को पूरी तरह समयबद्ध बनाया जाए। बार-बार टेंडर निरस्त होना, बोली न आना जैसी बाधाओं का पहले से ही 'प्री-टेंडर प्लानिंग' के जरिए समाधान निकाला जाना चाहिए, क्योंकि अनावश्यक देरी से निर्माण सामग्री की लागत बढ़ती है और परियोजनाएं लटकती हैं।

'चिट्ठी-चिट्ठी का खेल बंद हो, व्यक्तिगत फॉलो-अप से लें फॉरेस्ट क्लीयरेंस'

वन एवं पर्यावरण अनुमतियों (फॉरेस्ट क्लीयरेंस) में होने वाली देरी पर उन्होंने अधिकारियों को स्पष्ट शब्दों में कहा कि केवल औपचारिकता के लिए चिट्ठी लिखकर बैठ जाना समाधान नहीं है। उन्होंने कहा, "चिट्ठी-दर-चिट्ठी का खेल नहीं चलेगा। मन में तड़प होनी चाहिए कि काम कैसे तेजी से हो। अधिकारी सीधे पर्यावरण विभाग और जिला कलेक्टरों के साथ बैठकर लंबित मामलों का एकमुश्त निस्तारण कराएं।"

जलवायु-अनुकूल सड़कें और वैज्ञानिक डीपीआर निर्माण

श्री चौहान ने बदलते मौसम, बाढ़, भूस्खलन और अतिवृष्टि की चुनौतियों का उल्लेख करते हुए कहा कि देश विविधताओं से भरा है, इसलिए हर राज्य और भौगोलिक क्षेत्र के लिए एक जैसा इंजीनियरिंग मॉडल (वन साइज फिट्स ऑल) लागू नहीं किया जा सकता। डीपीआर (डिटेल प्रोजेक्ट रिपोर्ट) तैयार करते समय स्थानीय ढलान, जल निकासी (ड्रेनेज), पुलिया और जलभराव की स्थिति का विशेष ध्यान रखा जाए। उन्होंने कहा कि यदि सड़क बन जाए और पानी निकासी न होने से ग्रामीणों के घरों में पानी भरे, तो ऐसी सड़क का कोई अर्थ नहीं है। सड़क के साथ ही पुलिया, मजबूत ड्रेनेज और पौधरोपण सुनिश्चित किया जाना चाहिए।

गुणवत्ता से समझौता कतई बर्दाश्त नहीं, ब्लैकलिस्ट होंगी लापरवाह एजेंसियां

गुणवत्ता नियंत्रण पर बेहद कड़ा रुख अख्तियार करते हुए केंद्रीय मंत्री शिवराज सिंह ने कहा कि निर्माण में किसी भी प्रकार का समझौता बर्दाश्त नहीं किया जाएगा। यदि कोई एजेंसी घटिया निर्माण करती है तो उसे तुरंत ब्लैकलिस्ट किया जाए और यह भी निगरानी रखी जाए कि वही ठेकेदार किसी दूसरे या रिश्तेदार के नाम से नई कंपनी बनाकर काम में न घुस पाए। उन्होंने अधिकारियों को सख्त हिदायत दी कि वे केवल दफ्तरों या हवाई दौरों तक सीमित न रहें, बल्कि फील्ड में जाकर धरातल पर औचक निरीक्षण करें।

बेहतर प्रदर्शन करने वाले राज्यों को मिलेगा सम्मान और वरीयता

श्री चौहान ने विभिन्न क्षेत्रों में उत्कृष्ट कार्य करने वाले राज्यों की सराहना की:

States leading in quality: Gujarat, Andhra Pradesh, Madhya Pradesh, Tamil Nadu and Rajasthan.

States that are better at maintenance: Punjab, Madhya Pradesh, Rajasthan, Uttar Pradesh and Tamil Nadu.

He announced that states that complete work on time and with high quality will receive weighting in upcoming approvals and will be rewarded with a special awards ceremony. Poorly performing states will be required to improve their performance.

5 year guarantee and 'life cycle management'

Union Minister Shri Chouhan stated that the concerned agency is responsible for road maintenance for five years after construction. If small potholes are repaired immediately (preventive maintenance), the road remains safe for years to come. He directed the focus to shift from just construction to life cycle management. He also urged states to establish a permanent financial system for maintenance after the five-year guarantee period ends, as was done in Madhya Pradesh through the Mandi Fund.

Work should be done on war footing in PM Janman and sensitive areas

He directed that under the PM Janman Yojana, roads should be constructed on war footing in remote and Naxal-affected areas of Chhattisgarh, Gadchiroli in Maharashtra, Jharkhand and Andhra Pradesh, as this is not just infrastructure but true national service.
