India, April 7 -- The Government of India has issued a release:
The Telecom Regulatory Authority of India (TRAI) today released the draft Telecom Consumer Protection (Thirteenth Amendment) Regulations , 2026 .
TRAI had previously issued the Telecom Consumer Protection (Twelfth Amendment) Regulations , 2024 , wherein the Authority mandated that every telecom service provider shall offer at least one Special Tariff Voucher specifically for voice and SMS. Subsequently , it has been observed that only a few Special Tariff Vouchers (STVs) are being offered for voice and SMS.
Subsequently , we have received several representations expressing the need for short duration voice and SMS only packs .
Therefore , to address this issue , the Authority considers it necessary and hereby mandates that for every specific validity period offered under a special tariff voucher with voice , SMS and data , the service provider shall also offer a special tariff voucher exclusively for voice and SMS. The price of such special tariff vouchers shall be accompanied by a substantially proportionate reduction in the tariff.
The draft Telecom Consumer Protection (Thirteenth Amendment) Regulations , 2026 have been placed on TRAI's website ( www.trai.gov.in) . Stakeholders are requested to provide their written comments by April 28, 2026.
