India, Dec. 4 -- The Government of India has issued a release:

(a): The Ministry of External Affairs , Government of India , has notified the Sustainable Exploitation of Fisheries in the Exclusive Economic Zone ( EEZ ) Rules, 2025. It aims to empower traditional and small -scale fishermen, fisheries cooperatives and Fish Farmer Producer Organizations (FFPOs) to expand their operations to harness , process and export untapped deep-sea resources , thereby creating new sources of income and enhancing and strengthening their livelihoods .

(b): The Department of Fisheries, Government of India is implementing a flagship scheme, Pradhan Mantri Matsya Sampada Yojana (PMMSY), which aims to promote the overall development of the fisheries sector and the welfare of fishermen and fish farmers. A key objective of Pradhan Mantri Matsya Sampada (PMMSY) is to empower traditional and small-scale fishermen in deep-sea fishing. Accordingly, under PMMSY, traditional fishermen are provided assistance for the acquisition of Deep Sea Fishing Vessels (DSFVs) as well as for upgrading existing fishing vessels for export potential. Under the Blue Revolution, PMMSY, and Fisheries and Aquaculture Infrastructure Development Fund (FIDF) schemes, projects worth a total of Rs.895.9 crore have been approved for the acquisition of 1,243 Deep Sea Fishing Vessels (DSFVs) by traditional fishermen and for the upgrading or refining of 1,330 existing fishing vessels for export potential.

The Department of Fisheries is collaborating with the Ministry of Cooperation through a Joint Working Group (JWG) to promote small-scale fishermen, cooperatives, and fishermen 's societies in the areas of deep sea fishing, post-harvest, processing, and export, adopting a " whole of government approach." The Ministry of Cooperation supports this initiative by strengthening cooperatives and facilitating access to cooperative credit through the National Cooperative Development Corporation ( NCDC ) . For example , in Maharashtra , NDCD has provided assistance to 14 DSFVs with a total project cost of Rs. 20.30 crore , which includes loan assistance of Rs.11.55 crore from NCDC , Rs. 6.72 crore from PMMSY , and Rs.2.03 crore from the societies . Following this model , two fishermen societies in Mumbai city recently received two DSFVs under the PMMSY on October 27, 2025. This initiative is a prime example of cooperative development in the fisheries sector , helping our fishermen access deeper waters and ensuring India moves towards more sustainable and economically viable marine harvesting practices . This system provides credit support, new equipment, and other support to small - sector fishermen , societies , and cooperatives to acquire and operate modern DSFVs . It is strengthening the government 's efforts to provide technology, training and insurance facilities .

(c): Registration and Licensing of Fishing Craft (ReALCRaft) is a web- enabled online application portal designed for issuance of Vessel Registration Certificate ( VRC) and Fishing License or Access Pass to fishing vessels under the relevant laws or rules . Registration and Licensing of Fishing Craft (ReALCRaft) also promotes digital and data-driven citizen- centric services and maintains transparency . Vessel Registration Certificates are issued by coastal States / Union Territories under the Merchant Shipping Act , 1958. The Registration and Licensing of Fishing Craft ( ReALCRaft ) portal has been integrated with the Nabhamtri application and coastal security agencies to ensure safety of fishermen at sea .

इन प्रयासों से वैश्विक बाजारों में मूल्यवर्धित (वैल्यू एडेड) सीफूड उत्पादों का शेयर बढ़ाने के साथ-साथ भारत के सीफूड निर्यात में समुद्री क्षेत्र के योगदान में उल्लेखनीय वृद्धि होने की उम्मीद है। सर्टिफ़िकेशन, ट्रेसेबिलिटी और सस्टेनेबिलिटी के माध्यम से हाई-वैल्यू सीफ़ूड उत्पाद के निर्यात को बढ़ावा देने पर विशेष बल दिया जा रहा है। ये प्रयास सीफूड निर्यात बढ़ाने में महत्वपूर्ण सिद्ध होंगे ।
