As Chairman of the Indian Council of Agricultural Research (ICAR), Union Minister of Agriculture, Farmers Welfare and Rural Development, Shri Shivraj Singh Chouhan, held a high-level meeting with senior officials, including the Director General of ICAR, in Delhi today to set clear and strict guidelines regarding the functioning, accountability, quality and farmer-oriented results of the institutes. He said that ICAR institutes are the pivot of the country's agricultural progress, hence excellence, vision, accountability and results are essential in their functioning.
At the beginning of the meeting, Union Agriculture Minister Shri Shivraj Singh Chouhan expressed his serious displeasure and strong objection to the shortcomings, mismanagement, and operational deficiencies revealed during a surprise inspection of the ICAR's National Grape Research Institute in Pune on May 15th. Union Minister Shri Chouhan stated that the chief officer present there lacked even basic knowledge about the grape institute. "I was initially prevented from visiting the field, told there were no grapes yet. Upon arriving, I saw that the nursery was overgrown with grass. How justified is this response, that I couldn't find laborers to harvest them?" The chief officer failed to provide a proper answer to any of my questions. When I asked him what they were doing for export, what measures were in place to combat diseases, and what plans were there to increase variety, none of the answers were satisfactory. They lacked any vision. The presentation on the grape institute was also very lackluster. Farmers told me that they source their varieties from private nurseries; the varieties grown here are of no use.
Shri Shivraj Singh Chouhan also questioned Dr. S.K. Singh, the Director General of Horticulture (DGP), during the meeting, asking him what he was looking for as Director General (DGP). He asked him how long it had been since he visited an institute. When was your last visit? As Director General, it's your responsibility to ensure that the institutes under your jurisdiction function properly. We are working for the farmers and the country. Such chaos and negligence will not be tolerated. If such institutes continue to operate, it's a national loss. He told senior officials that he was deeply disappointed by the situation he encountered during the inspection, and that it clearly indicated that some institutes urgently needed systemic reform.
केंद्रीय मंत्री श्री चौहान ने कहा कि किसी भी राष्ट्रीय कृषि अनुसंधान संस्थान में बुनियादी जानकारी, स्पष्ट कार्य योजना, किसानों के लिए उपयोगी अनुसंधान, निर्यातोन्मुख दृष्टि, रोग प्रबंधन की तैयारी तथा बेहतर किस्मों के विकास और प्रसार पर ठोस काम दिखना चाहिए। उन्होंने इस बात पर भी चिंता व्यक्त की कि यदि किसान निजी नर्सरियों से सामग्री लेने को मजबूर हों और संस्थान की उपयोगिता पर प्रश्न उठाएं, तो यह आत्ममंथन का विषय है।
उन्होंने कहा कि अनुसंधान संस्थानों का लक्ष्य केवल औपचारिक कामकाज नहीं, बल्कि खेत, किसान और बाजार की वास्तविक जरूरतों का समाधान देना होना चाहिए। श्री चौहान ने बैठक में अधिकारियों से सीधे प्रश्न करते हुए संस्थागत निगरानी व्यवस्था को और प्रभावी बनाने पर जोर दिया। उन्होंने कहा कि शीर्ष स्तर पर जवाबदेही तय होना जरूरी है, क्योंकि प्रत्येक अधिकारी की जिम्मेदारी है कि उसके अधीन संस्थान सक्रिय, परिणामोन्मुख और किसानहितैषी ढंग से कार्य करें। उन्होंने स्पष्ट कहा कि किसानों और देश के हित में किसी भी प्रकार की लापरवाही, अव्यवस्था या शिथिलता स्वीकार नहीं की जाएगी।
बैठक में केंद्रीय मंत्री श्री शिवराज सिंह ने निर्देश दिया कि राष्ट्रीय अंगूर अनुसंधान संस्थान, पुणे के निदेशक डॉ. कौशिक बनर्जी को कारण बताओ नोटिस जारी किया जाए और जवाब संतोषजनक न पाए जाने पर नियमानुसार आगे की कार्रवाई की जाए। साथ ही उन्होंने यह भी निर्देश दिए कि संस्थानों में निदेशक नियुक्ति की प्रक्रिया, वैज्ञानिकों की नियुक्ति व्यवस्था तथा प्रशासनिक और वैज्ञानिक नेतृत्व के चयन तंत्र पर विस्तृत प्रस्तुतीकरण उन्हें उपलब्ध कराया जाए, ताकि प्रणालीगत सुधार के लिए समग्र समीक्षा की जा सके।
श्री चौहान ने आईसीएआर के महानिदेशक डॉ. एम.एल. जाट को निर्देश दिया कि 8 से 10 सदस्यों की टीम गठित कर आईसीएआर की सभी 113 संस्थाओं का औचक निरीक्षण कराया जाए। उन्होंने कहा कि वे स्वयं भी विभिन्न संस्थानों का औचक निरीक्षण करेंगे। उनका स्पष्ट संदेश था कि निरीक्षण का उद्देश्य केवल कमियां निकालना नहीं, बल्कि संस्थानों की वास्तविक स्थिति समझकर उन्हें अधिक सक्षम, उत्तरदायी और प्रभावशाली बनाना है।
बैठक में यह भी निर्णय लिया गया कि आईसीएआर की सभी संस्थाओं के लिए स्पष्ट प्रदर्शन मानक और पैरामीटर तय किए जाएंगे। इन्हीं मानकों के आधार पर संस्थानों की रैंकिंग तैयार होगी। जो संस्थान उत्कृष्ट प्रदर्शन करेंगे, उन्हें प्रोत्साहित और पुरस्कृत किया जाएगा, जबकि निर्धारित मानकों पर खरा न उतरने वाले संस्थानों के विरुद्ध आवश्यक कार्रवाई की जाएगी। इस पहल का उद्देश्य प्रतिस्पर्धी, पारदर्शी और परिणामकेंद्रित संस्थागत संस्कृति विकसित करना है।
केंद्रीय मंत्री श्री चौहान ने सभी संस्थानों की रिव्यू बैठकें आयोजित करने के निर्देश भी दिए और कहा कि 16 जुलाई को आईसीएआर के फाउंडेशन डे से पहले यह पूरा सुधारात्मक एजेंडा आगे बढ़ा हुआ दिखना चाहिए। उन्होंने कहा कि यह केवल प्रशासनिक कवायद नहीं, बल्कि कृषि अनुसंधान तंत्र को अधिक जीवंत, उत्तरदायी और किसान-केंद्रित बनाने का अभियान है।
Shri Shivraj Singh Chouhan also clarified that not all ICAR institutes are weak. He praised the work of the Wheat Institute in Karnal and said that those institutes that are achieving good results should be highlighted as models. He said that institutes that are doing good work should be recognized and encouraged, while those that need improvement should receive timely and serious efforts. During the meeting, Shri Chouhan stated that his objective is to strengthen institutional capacity. He urged officials to work together to identify shortcomings, find solutions, and work with the ultimate goal of serving farmers and the nation.
He said that the power of institutions like ICAR can play a decisive role in taking India's agriculture to new heights, hence commitment, vision and results will be ensured at every level.
