India, April 6 -- The Government of India has issued a release:
The Department of Personnel and Training today emphasized its clear policy priority towards incorporating Artificial Intelligence (AI) into the core of government processes, with Secretary Rachna Shah highlighting existing and proposed uses of AI in various areas ranging from formulating recruitment rules to grievance redressal and providing services to employees. Addressing a panel discussion on "AI in Public Administration" as part of the "National Learning Week" (Sadhana Saptah) of " Mission Karmayogi , " she pointed to new AI- powered solutions. These include automated salary processing , detecting irregularities in expense reimbursements , grievance resolution through chatbots, and instant note-taking. She also noted that tools like AI Medha , Bhashini, and AI Coach have already begun to be used in government systems. She emphasized that the adoption of AI aims to bring "accuracy , transparency , uniformity, and cost-efficiency" to administration. But he also cautioned that the system must have safeguards related to privacy , ethical use, and cybersecurity , especially because government data is so sensitive. He also emphasized the need for capacity-building through AI courses on the iGOT platform to ensure the effective and responsible use of these technologies.
He emphasized that the adoption of AI aims to improve "accuracy , transparency , consistency, and cost-efficiency" in governance , but cautioned that safeguards related to privacy , ethical use, and cybersecurity must be incorporated into the system, especially given the sensitive nature of government data. He also emphasized the need for capacity-building through AI courses on the iGOT platform to ensure the effective and responsible use of these technologies.
Offering an expert perspective , AI expert Dr. Preet Deep Singh outlined the practical uses and risks associated with implementing AI in governance , with a particular focus on the responsible use of AI tools when handling confidential data. He demonstrated examples of AI use in various workflows and highlighted security concerns-particularly the risk of data leakage to external platforms-reinforcing the need for a controlled and secure environment for government use.
Joint Secretary (Training) Chhavi Bhardwaj outlined the systematic approach adopted by DoPT across three key dimensions: capacity building , data-driven decision support, and workforce management. She explained that AI is already being used to significantly reduce the time and cost of creating training content on the iGoT platform-whereas it previously took months , it now takes about a week, and the cost has also reduced significantly. While future efforts will focus on highly personalized learning paths and competency-based assessments, she also pointed to AI's potential in analyzing performance appraisal data , improving cadre management, and enabling intelligent decision-support systems , emphasizing that data privacy must be a top priority in all such uses, whether offered on-premises or through government cloud solutions.
Concluding the discussion , Additional Secretary Manoj Kumar Dwivedi emphasized the need to move beyond isolated and individual use of AI tools to institutional and system-wide integration within the DoPT ecosystem. He identified three priority areas-training , policymaking, and data-driven human resource management-where AI can provide tangible benefits ; these include intelligent query systems , decision-support frameworks, and improved analytics within platforms like e-HRMS . He emphasized that unless AI tools are integrated into everyday operations , their use will remain limited ; he also raised data privacy as a key concern , requiring specific protocols and training. He called for leveraging government platforms and NIC systems to easily integrate AI and warned that failing to keep pace with technological advancements could further widen the efficiency gap between the government and the private sector.
All DoPT officers and staff participated in the session both in person and online ; this reflects a department-wide effort to align administrative processes with emerging AI - based governance frameworks .
