The major initiatives taken to realize the vision of ' Sahkar Se Samriddhi' and to strengthen the cooperative sector from the primary to the apex level since the establishment of the Ministry, are attached as Annexure-I.

The Government has undertaken several structural reforms in terms of Governance to strengthen the functioning, transparency, and inclusiveness of Primary Agricultural Credit Societies (PACS). In this regard, Model Bye-laws have been circulated, which have been adopted/aligned by 32 States/UTs, enabling PACS to diversify into more than 25 business activities such as operation of petrol pumps, LPG distributorships, Jan Aushadhi Kendras, and management of rural services. Further, provisions have been made to ensure inclusive membership and governance, including representation of women and SC/ST members in cooperative boards.

In addition, a National Cooperative Database (NCD) covering over 8.4 lakh cooperatives, including PACS has been developed to facilitate evidence-based planning, identify gaps, and support targeted interventions. The details of functional PACS along with members across the country is attached as Annexure-II. Further, the Government of India has approved the plan to establish new multipurpose PACS/dairy/fisheries cooperatives, aiming to cover all panchayats and villages in the country over the next five years. As per the National Cooperative Database, a total of 32,802 new PACS, Dairy and Fishery Cooperative Societies have been registered; and 15,793 Dairy and Fisheries Cooperative Societies have been strengthened as on 20.01.2026 across the country since the approval of the plan on 15.2.2023.

As regards digitization of PACS, the PACS computerization project, with a total financial outlay of Rs.2,925.39 crore, aims to bring all functional PACS onto a common ERP-based national software. As the project was started in the year 2022, and hence the on-system audit data is available from 2024. As on 20.01.2026, under the computerization of PACS project, out of 79,630 sanctioned PACS, 61,478 PACS have been onboarded on common ERP software and 44,860 PACS have completed on-system audit across the country.

Operational linkages between national-level cooperative institutions and grassroots-level cooperative societies have been established through the creation of three new national multi-State cooperative societies, namely National Cooperative Export Limited (NCEL), National Cooperative Organics Limited (NCOL) and Bharatiya Beej Sahakari Samiti Limited (BBSSL). These organizations integrate PACS and other cooperatives into national and global value chains, umbrella enabling better market access, value realization and income enhancement for members.

NCEL has enrolled 16,002 cooperative societies including PACS, and functions as a dedicated export vehicle for agricultural and allied commodities. It procures produce directly from cooperatives and exports to international markets, thereby reducing the role of intermediaries and ensuring better price realization. NCEL has exported about 14.08 lakh metric tonnes of 40 agri-commodities to 29 countries, valued at over Rs.5,651.03 crore, and has also provided a 20% dividend to its member cooperatives.

Similarly, NCOL, with enrolment of 13,441 cooperatives including PACS, supports the entire organic value chain by providing certification, testing, branding and marketing under the "Bharat Organics" brand, and ensures that profits are passed back to producing societies. Its products are marketed through retail outlets and major e-commerce platforms.

BBSSL, with the largest grassroots participation of 37,206 cooperative societies including PACS, focuses on the production and distribution of quality seeds under the "Bharat Beej" brand. It leverages PACS for last-mile delivery and follows a "seed-to-market" approach to ensure availability of certified, affordable seeds to farmers along with fair returns for seed producers. Since its inception, BBSSL has sold 39,893 metric tonnes of seeds worth Rs.250 crore, thereby strengthening the agricultural value chain and enhancing farmers' income through cooperative participation.
