CUTTACK, India, March 23 -- Orissa High Court issued the following order on Feb. 20:
Learned AGA Mr. Panda appearing for the contemnor has filed an office order No.9546 dated 19.02.2026 which reads as under:
"OVERNMENT OF ODISHA DEPARTMENT OF HIGHER EDUCATION OFFICE ORDER No.HE-NCNE-CASE-01-2026 9546//HE, Dtd. 19.02.26
Pursuant to orders of Hon'ble High Court dated 10.11.2025 passed in WP(C) No.30754/2025 and in continuation to this Department Office Order No.8310/HE dated 19.02.2026, Sub-Collector, Kendrapada-cum-D.D.O, Karilopatna Degree College is requested to take steps for release of the salary of the petitioner Sri Lalit Mohan Samantaray who is working as Principal (I/c) of Karilopatna Degree College, Karilopatna, Dist-Kendrapada from the month of July, 2025 to the month of January, 2026.
This is in compliance to the order dt.10.11.25 & 13.02.225 of the Hon'ble High Court in WP(C) No.30754/2025 filed by the petitioner"

Learned counsel appearing for the complainant submits that the Sub-Collector has drawn its note-sheet for payment of salary from July to September alone and not up-to January as stated in the office order dated 19.02.2026. If that be so, it will be a serious matter for treating at the hands of contempt Court. 3. Mr. Panda, learned AGA very fairly submits that he would instruct his officers to make payment of the salary during the period between July 2025 to January 2026 in terms of office order dated 19.02.2026. If that undertaking is not adhered to, the SubCollector, Kendrapara shall be personally present before the Court on 13.03.2026 for offering the explanation. If the explanation is found to be not plausible, Court may direct penal action.
