The National Cooperation Policy (NCP), 2025 provides a roadmap for the systematic and holistic development of the cooperative sector, which demands regular monitoring along with continuous and consistent efforts by all stakeholders, including Central and State Governments. The institutional mechanism for monitoring the implementation of the policy given in NCP 2025 are as follows:

"9.5.1. A 'National Steering Committee on Cooperation Policy', chaired by the Union Minister of Cooperation, to be constituted for overall guidance, inter-ministerial coordination, periodic policy review, etc. This committee may include the Hon'ble Minister-in-charge of related Ministries of the Government of India as members,

9.5.2. A national-level 'Policy Implementation and Monitoring Committee', chaired by the Union Cooperation Secretary, to be established for central-state coordination, troubleshooting implementation bottlenecks, periodic monitoring and evaluation, etc. It may comprise members, including the Secretary of related Ministries of the Government of India, Secretaries/Principal Secretaries/Additional Chief Secretaries of the Cooperative Department of all States/Union Territories, a representative from NITI Aayog, and Chairpersons/MDs of national cooperative federations/unions/societies, NABARD, NDDB, NCDC, NFDB, NCCT, VAMNICOM, etc."

Both the above committees have been constituted.

The 'Policy Implementation and Monitoring Committee' held its first meeting on 09.06.2026. In its first meeting, it was informed that the NCP is implemented through the Whole-of-Government approach and in the spirit of cooperative federalism. The Ministry of Cooperation has taken 152 initiatives in furtherance of the implementation of NCP, 2025 (copy enclosed as Annexure-A). Besides, all State/UTs are advised to formulate State-level cooperation policy in line with NCP, 2025.

As per National Cooperative Database (NCD), as of 15.07.2026, there are a total of 1,12,895 Primary Agricultural Credit Societies (PACS) across the country, out of which 1,07,457 PACS are functional. The State-wise details of total number of functional PACS are attached at Annexure-1. Since the approval of the Government of India's plan on 15.02.2023 to establish new multipurpose PACS, dairy, and fisheries cooperative societies covering all Panchayats and villages across the country, a total of 10,225 M-PACS have been registered. The State-wise details of total number of M-PACS are attached as Annexure-2.

The Government has launched the Central Sector Project for Computerization of PACS, in 2022. The Government of India initially approved 63,000 PACS under Project of Computerization of functional PACS with a total financial outlay of Rs.2,516 Crore which has now been increased up to 2925.39 Crore covering 79,630 PACS which entails bringing all the functional PACS onto an ERP (Enterprise Resource Planning) based common national software, linking them with NABARD through State Cooperative Banks (StCBs) and District Central Cooperative Banks (DCCBs). The state-wise details are at Annexure- 3.

Further, the Government of India has approved the plan to establish new multipurpose PACS/dairy/fisheries cooperatives, aiming to cover all panchayats and villages in the country over the next five years. As per the National Cooperative Database, a total of 10,225 new PACS have been registered as on 15.07.2026 across the country since the approval of the plan on 15.2.2023. The State-wise details are at Annexure-2.

A comprehensive National Cooperative Database (NCD) has been developed by the Ministry of Cooperation with the support of States / UTs. This database provides a single-point access to information on over 8.5 lakh cooperatives societies across 30 economic sectors, having approximately 30 crore members. The data of the Cooperative Societies is collected and updated regularly on the NCD portal by nodal officers appointed by the States/ UTs for this purpose. The State-wise details of cooperative societies across the country including West Bengal and Maharashtra, are attached as Annexure-4. The district-wise details of cooperative societies of Maharashtra State including Palghar district, are attached as Annexure-5.

The NCD plays an important role not only during the formulation of any policy intervention but during policy implementation as well. The database provides critical insights into cooperatives' geographical coverage, financial performance, etc., and thereby helps implement the policy recommendations. The database serves as an important tool for formation of new PACS, dairy and fisheries primary cooperatives in uncovered and under-covered areas, enables development of a ranking framework, and assist in estimating the economic contribution of cooperative sector in the Indian economy.
