Ms. Diana, learned counsel appeared on behalf of the petitioner in the PIL petition, MD. Abdul Baqee Khan, learned counsel appeared on behalf of the petitioner in the connected writ petition, Mr. Amri, learned counsel appeared on behalf of the State respondent, and Mr. Ningtamba, learned counsel appeared on behalf of the respondent no. 20.
