IMPHAL, India, April 1 -- Manipur High Court issued the following order on Feb. 27:

[1] Heard Mr. I. Denning, learned counsel appearing for the petitioners and Mr. Paikhomba, learned counsel assisting Mr. Kh. Samarjit, learned DSGI appearing for all the respondents.

[2] In view of the limited prayer made on behalf of the petitioners and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the motion stage itself.

[3] Mr. I. Denning, learned counsel appearing for the petitioners submitted that for redressing the grievances raised by the petitioners in the present writ petition, the petitioners have already approached the authorities, i.e. the Secretary, Health & Family Welfare, Government of India and the Director, RIMS, Imphal by submitting separate representations ( six in number) all dated 24-02-2026, which according to the learned counsel is in fact a reminder of the earlier representation dated 08-01- 2026, and the said representations are still pending for consideration and disposal by the authorities.

[4] It has been submitted on behalf of the petitioners that the petitioners will be satisfied for the time being if the present writ petition is disposed of by directing the Director, RIMS, Imphal to consider the said representations on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within a stipulated period.

[5] Mr. Paikhomba, learned counsel appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioners is confined only to the consideration and disposal of the representation submitted by the petitioners, he has no objection in disposing of the present writ petition as sought for by the learned counsel for the petitioners.

[6] Considering the submission advanced by the learned counsel appearing for the parties and on perusal of the records, this Court is of the considered view that it will be in the interest of justice to issue the following directions :-

(1) The Director, RIMS, Imphal is hereby directed to consider the aforesaid representations ( six in number) all dated 24-02-2026 submitted by the petitioners on its own merit and strictly in terms of the applicable rules and to dispose of the same by issuing a speaking order within a stipulated period.

(2) The whole exercise should be completed within a period of six weeks from the date of receipt of the certified copy of this order.

(3) It is made clear that the aforesaid directions had been issued without considering the merit of the present writ petition.

[7] With the aforesaid directions, the present writ petition is disposed of.
