Increased awareness of the Bharat Ji Ram Ji Act developed through Panch Sammelans across the country

The District Level Panchayat Conference Campaign organized across the country for effective implementation of Vikasit Bharat-Grantee for Rozgar evam Ajeevika Mission (Gramin): VB-G Ram Ji (Developed India-Ji Ram Ji) Act, 2025 and comprehensive orientation of elected representatives and functionaries of Panchayati Raj Institutions has achieved remarkable success. The Ministry of Rural Development had requested the States and Union Territories to organize Panchayati Raj Institutions to make public representatives and officials of all three levels aware of the provisions of the Act, their roles and responsibilities.

To date, 1,338 Panch Sammelans have been successfully held across the country. This number reflects the active participation and commitment of the States and Union Territories towards the effective implementation of the Develop India-Ji Ram Ji Act.

Through these conferences, participation of approximately 5.26 lakh Panchayati Raj Institution members, public representatives, and officials/employees has been ensured so far. This widespread public participation clearly demonstrates the growing awareness and enthusiasm among public representatives regarding the role of Gram Panchayats, participatory planning, rural development, and local governance.

So far, 23 states and union territories have completed their scheduled Pancha Conferences. These include Andhra Pradesh, Bihar, Assam, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Karnataka, Kerala, Mizoram, Nagaland, Punjab, Sikkim, Tamil Nadu, Telangana, Tripura, Uttarakhand, West Bengal, Andaman and Nicobar Islands, Dadra and Nagar Haveli and Daman and Diu, Jammu and Kashmir, and Puducherry. These states have set an excellent example of timely and effective implementation.

Several states have adopted innovative, multi-level approaches to expand these conferences. States like Gujarat, Jammu and Kashmir, and West Bengal have organized conferences at administrative levels other than the district level, ensuring greater reach to Panchayati Raj officials and public representatives.

The Developed India-Ji Ram Ji Act, 2025 places gram panchayats at the center of the rural development process and assigns them key responsibilities related to planning, implementation, monitoring, transparency, and social accountability. Panchayat conferences have emerged as an effective platform to familiarize public representatives and officials with the various provisions of the Act, the Vishvat Gram Panchayat Plan (VGPP), the Rural Employment Guarantee Card, asset creation, convergence, social audit, and grievance redressal mechanisms.

Overall, the Panch Sammelan campaign is progressing with very positive progress across the country. Through widespread public participation and the active role of states, a strong foundation has been laid for rural development, good governance, participatory planning, and the empowerment of Panchayati Raj institutions.
