Since the launch of Pradhan Mantri Matsya Sampada Yojana (PMMSY) in 2020, India has recorded a substantial rise in both fish production and aquaculture productivity and the total fish production of the country has increased from about 141.60 lakh tonnes from the year 2019-20 to ~197.75 lakh tonnes (provisional) in the year 2024-25 registering an increase of 38%. This growth has been mainly driven by expansion of inland aquaculture, marine fishery development, strengthening value-chain infrastructure and policy interventions under PMMSY scheme. The year-wise details of the growth registered in fish production since the launch of PMMSY from 2020-21 to 2024-25 in the country including Darbhanga district of Bihar are as under:
Further, India's average aquaculture productivity has increased to approximately 4.7 tonnes per hectare by early 2025, from around 3 tonnes per hectare before the launch of PMMSY and the top-5 states in inland fish production are Andhra Pradesh, West Bengal, Uttar Pradesh, Bihar and Odisha wherein Bihar stands at 4th position.
(c) The Gross Value Added (GVA) of Fisheries Sector at current price during 2023-24 has been reported to Rs. 3,68,124 Crores in comparison to Rs.2,12,087 crore during 2018-19. The share of fisheries sector in GVA of Agriculture Sector has increased from 7% in 2018-19 to 7.55% in 2023-24.
(d) The cultivation and value-chain development of aquatic crops like fox nut (makhana) and singhara (water chestnut) are not the core mandate of the Fisheries Department, Government of India. However, the Department of Fisheries has emphasized a cluster/area-based approach under PMMSY to support broad aquaculture and allied activities, focusing on enhancing production, productivity, quality, marketing and value addition in fisheries and related water-based agriculture including cultivation of fox nut (makhana) and singhara (water chestnut) in suitable agro-ecological regions along with fish farming.
(e) India's fish and fishery product exports currently stand at Rs. 62,408.45 crore, reflecting strong sectoral performance. Since the implementation of PMMSY in 2020-21, export earnings have risen by about 33.7%, increasing from Rs. 46,662.85 crore in 2019-20 to Rs. 62,408.45 crore in 2024-25.
(f): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying Government of India is focusing on the areas in fisheries technology, aquaculture, and value addition by supporting a basket of interventions/activities along the fisheries value chain including quality fish production, expansion, diversification and intensification of aquaculture, promotion of export oriented species, infusion of technology, robust disease management and traceability, training and capacity building, creation of modern post-harvest infrastructure with seamless cold chain and processing facilities. The technology infusion and adoption has been enhanced through establishment of 52,058 reservoir cages, 22,057 RAS & Biofloc units and raceways and 1,525 sea cages approved under PMMSY with an investment of Rs. 3040.87 crore. The Department of Fisheries has collaborated with several research institutions under Indian Council of Agricultural Research (ICAR) and private incubators to boost the fisheries startup ecosystem. The Department of Fisheries has supported the establishment of five fisheries business incubation centers namely LINAC-NCDC Fisheries Business Incubation Centre (LlFIC), Guwahati Biotech Park, Assam, National Institute of Agricultural Extension Management (MANAGE), Hyderabad, ICAR-Central Institute of Fisheries Education (CIFE), Mumbai and ICAR-Central Institute of Fisheries Technology (CIFT), Kochi to provide mentorship and training for developing business models by fisheries start-ups, cooperatives, FPOs, and SHGs.
(g): Under the PMMSY, a total project cost worth of Rs. 1462.92 crore have been supported in Maharashtra during last five years. Since implementation of PMMSY, the State has registered an increase of 40.27 % in fish production from 5.24 lakh tonnes in 2020-21 to 7.43 lakh tonnes in 2024-25. As reported by the Government of Maharashtra, the PMMSY has played a vital role in the development of fisheries sector in Palghar district. The fish production in Palghar district has increased from 21.45 tonnes in the year 2020-21 to 138.54 tonnes in 2024-25 registering the record growth of 546%. The development of the modern fisher infrastructure and entrepreneurship development projects in Palghar district includes (i) Construction of fishing harbour at Satpati, Dist. Palghar (ii) Construction of Fish landing Centre at Dhakati, Dahanu (iii) Providing post-harvesting facilities to fishermen at Fish Landing Centre at Lage Bunder, and (iv) Dredging work near fish landing center/navigational channel at Dativare and Vasai creek, etc.
