1. Heard learned counsel for the petitioner and learned counsel for the respondents.
2. The petitioner has filed the instant application for the following relief(s):
"1. That the present application is for issuance of writ in the nature of writ of mandamus directing the concerned authorities to pay the dues of the petitioner's salary from 29.08.2003 to 31.10.2007, as the petitioner was working but salary was not paid and after paying the salary and calculating the amount, the petitioner's pension be also fixed accordingly and gratuity and pension be given on that basis and further the petitioner be also given the amount with proper interest keeping in view that the other persons similarly situated are taken by the Government and all salary are paid accordingly and further a writ in the nature of writ of certiorari be issued calling upon the respondents to show cause as to why the order passed by the concerned authority that no payment of that period shall be made. And/or pass such other order or orders as your Lordships may think fit and proper."
3. The case of the petitioner, in brief, is that he was appointed on 20.05.1982 on a non-teaching post by the Managing Committee of Dhanwantri Ayurvedic College, Ahirauli, Buxar, much before the takeover of the college. The State Government, vide notification contained in Memo No. 556 dated 18.09.1995, absorbed the services of the petitioner.
