India, July 22 -- The Government of India has issued a release:
The Government has introduced a FASTag based Annual Pass for non-commercial cars, jeeps, and vans, which has come into effect from 15th August, 2025. Under this scheme, an Annual Pass can be activated on payment of Rs. 3,075/- for the year 2026-27 and allows travel through all National Highway/National Expressway fee plazas for one year or up to 200 fee plaza crossings, whichever is earlier. As of June, 2026, more than 77 lakh Annual Passes have been issued registering 63 crore transactions on National Highway Fee Plazas. Presently, around 33% of total Electronic Toll Collection (ETC) transactions done by car/jeep/van are Annual Pass Transactions. The Annual Pass scheme has improved operational efficiency and enhanced the convenience of road users.

The Government through National Highways Authority of India (NHAI) has established multiple grievance redressal mechanisms for addressing user fee-related issues on National Highways. Complaints can be lodged through the National Highways 24x7 Toll-Free Helpline 1033, the dedicated email falsededuction@ihmcl.com, the respective FASTag issuer bank helplines, as well as through the RajmargYatra App. These mechanisms are effective, transparent, and easily accessible to road users.

Further, to ensure operational integrity and transparency in user fee collection on National Highways, the Government has implemented FASTag-based electronic toll collection system. Presently, approximately more than 98% of user fee collection takes place through FASTag under National Electronic Toll Collection (NETC) program. All the FASTag transactions are processed in a secure ecosystem involving Toll Management System Software, Acquirer Bank at fee plaza, National Payment Corporation of India (NPCI) as Central Clearing House (CCH) and FASTag Issuer Bank. The transaction involves a transparent process wherein the deducted user fee (Toll) is informed to the highway users and recorded in a central repository. The Electronic Toll Collection (ETC) system is designed as such that no FASTag transaction can take place without the participation of all three stakeholders i.e., Acquirer Bank at user fee plaza, NPCI and Issuer Bank.
The Apex Committee and High-Level Empowered Committee consisting of Experts from Industry and Academia, in view of security and privacy considerations, breach and overall operational control, have recommended further deliberations for GPS-based barrier-free tolling system. However, in an effort to enhance toll operations and enable seamless movement of vehicles, the Government has decided to implement MLFF through Automatic Number Plate Recognition (ANPR) with AI analytics and RFID-based Electronic Toll Collection (FASTag) which facilitates barrier-less tolling, where the user fee shall be charged from the vehicle users without having to stop, slow down or stay in a given lane. Multi-Lane Free Flow based barrier less tolling using existing FASTag (RFID)+ANPR/AI- Technology has been awarded on 17 fee plazas as per Annexure A. Out of 17 awarded fee plazas, 05 fee plazas have already gone Live i.e., Choryasi Fee Plaza (Surat, Gujarat); Mundka Fee Plaza (Delhi); Gharaunda Fee Plaza (Haryana); Manoharpura Fee Plaza (Rajasthan); Daulatpura Fee Plaza (Rajasthan). Further, bids have been invited for additional 104 fee plazas as per Annexure B.
