The Ministry of Panchayati Raj is implementing the e-Panchayat Mission Mode Project (MMP) to strengthen digital governance in Panchayati Raj Institutions across the country. Under the project, eGramSwaraj and AuditOnline have been developed to facilitate digital planning, budgeting, accounting, audit, asset management and monitoring of Panchayat activities. Gram Panchayat Development Plans (GPDPs) are prepared through a participatory planning process and uploaded on the eGramSwaraj portal.
Further, eGramSwaraj has been integrated with various Government digital platforms, including the Public Financial Management System (PFMS) for online payments and financial management, Government e-Marketplace (GeM) for procurement, BHASHINI for multilingual AI-enabled services, BSNL for BharatNet connectivity monitoring and the India Meteorological Department (IMD) for weather-related information.
The State/UT-wise details of implementation of eGramSwaraj and AuditOnline, including the State of Madhya Pradesh and the Gwalior Lok Sabha Constituency, are given at Annexure-I.
The Ministry of Panchayati Raj conducts capacity-building programmes for elected representatives, Panchayat Secretaries and other Panchayat functionaries under the Revamped Rashtriya Gram Swaraj Abhiyan (RGSA). The training programmes include training on digital governance, effective utilisation of the e-Panchayat applications, preparation of Gram Panchayat Development Plans (GPDPs), data management and evidence-based planning.
The State/UT-wise details of participants trained under RGSA, including those relating to the Gwalior Lok Sabha Constituency, are given at Annexure-II. The district/ constituency-wise details are maintained by the respective State Government. The training programmes have contributed to improved adoption and utilisation of the e-Panchayat applications, enhanced digital capacity of Panchayat functionaries and strengthened transparency and efficiency in Panchayat governance.
