Goa is set to witness a unique environmentally friendly transformation by realizing the resolve of ' Waste to Wealth ' under the Swachh Bharat Mission - Urban ( SBM-U ) 2.0 of the Ministry of Housing and Urban Affairs ( MoHUA) . Through this ' Deposit Refund Scheme ' (DRS) of the state government , Goa is going to join the select states of India which are implementing Responsible Waste Management as a financial incentive model. According to the Corporation of the City of Panaji (CCP) in Goa , the first phase of this scheme will soon be effectively implemented in the entire state.
Challenges to the Urban and Tourism Economy: Indian cities are experiencing a steady increase in packaging waste , particularly that generated by beverage consumption. Waste such as plastic and glass bottles , aluminum cans, and multilayer packaging (MLP) often escape current waste collection systems. These waste materials are particularly common on beaches , roads , markets, and transport hubs . Goa , being a major tourist destination , faces this challenge even more acutely.
Three primary objectives of the scheme: As per the reports shared by the Municipal Corporation and the State Pollution Control Board (GSPCB) , the primary objective of this policy is to keep the eco-system of the state completely waste and pollution free. The scheme aims to achieve three main objectives , the first being to prevent waste from mixing with mixed waste by recovering it at source and transporting it to Material Recovery Facility ( MRF ) centres. The second is to keep sensitive areas like public places and beaches clean by eliminating frequently visible waste. Achieving efficiency in recycling , so that cleaner material streams can strengthen the recycling process.
नागरिकों पर केंद्रित रिवॉर्ड सिस्टम : इस योजना की सबसे बड़ी विशेषता इसका नागरिकों पर केंद्रित रिवॉर्ड सिस्टम है। इसके तहत, चिन्हित उत्पादों की खरीदारी के दौरान उनके बाजार मूल्य (Maximum Retail Price - MRP) के ऊपर मामूली 'रिफंडेबल डिपॉजिट' या ग्रीन डिपॉजिट देना होगा। ग्राहक द्वारा जमा की गई यह अतिरिक्त राशि तब तक पैकेजिंग यूनिट से जुड़ी रहती है, जब तक उसे वापस नहीं किया जाता। इस्तेमाल के बाद, उपभोक्ता द्वारा खाली पैकेजिंग या बोतल आदि को विभागों द्वारा निर्धारित केंद्रों पर लौटाने पर यह राशि तुरंत उसे लौटा दी जाएगी। योजना के अंतर्गत खरीदारी के समय ग्राहकों को QR-लिंक्ड उत्पाद (QR-linked products at purchase) उपलब्ध कराए जाएंगे, जो लौटाए जाने पर भुगतान से पहले आसानी से स्कैन किए जा सकेंगे।
शुरुआती चरण में, इस नीति को रणनीतिक रूप से केवल कांच की बोतलों (Glass Bottles) पर लागू किया जा रहा है, क्योंकि पर्यटन प्रधान राज्य होने के नाते गोवा में कांच का कचरा एक बड़ी चुनौती रहा है। आगामी चरणों में इसे मल्टी-लेयर प्लास्टिक (Multi-Layer Plastic - MLP) और पॉलीइथाइलीन टेरेफ्थेलेट (Polyethylene Terephthalate - PET) बोतलों तक विस्तारित करने की योजना है। खरीदारी के समय जमा की जाने वाली राशि प्रति बोतल Rs.2 से Rs.10 तक होगी, जो एक 'behaviour-change incentive' (व्यवहार बदलने वाले प्रोत्साहन) के रूप में कार्य करेगी।
व्यापक रिटर्न ईकोसिस्टम (Multi-channel Return Infrastructure) : इस पहल के अंतर्गत नागरिकों की व्यापक भागीदारी सुनिश्चित करने के लिए सरकार ने बहु-स्तरीय ढांचा तैयार किया है, जिसमें संग्रहण केंद्रों (Collection Centres) को शहरी ही नहीं, ग्रामीण क्षेत्रों में स्थापित किया जा रहा है। इसके अंतर्गत रिटेल और कम्युनिटी पॉइंट्स को भी जोड़ा गया है, जिसमें खुदरा दुकानें और सामुदायिक प्रतिष्ठान भी शामिल हैं। यह सेवाएं डोर-स्टेप के कॉन्सेप्ट पर भी विकसित की जा रही हैं, ताकि घरों से लेकर बड़े संस्थानों (Bulk Generators) के लिए संग्रह की सुविधाएं सुनिश्चित की जा सकें।
Under the DRS framework , a fixed refundable deposit is fixed on each bottle or unit. This ' per-unit value mechanism ' will specifically provide Safai Mitras with the opportunity to earn significantly more from certain materials , thereby improving their social and economic status. This scheme will not only reduce the burden of waste on roads and landfills , but will also bring about a phenomenal change in the cleanliness and beauty of beaches. Apart from ensuring cleanliness and environmental protection, this scheme will also promote ' Ease of Living ' and circular economy.
