In line with the Hon'ble Prime Minister's vision to democratise use of technology, the Government has promoted Digital Public Infrastructure (DPI) across India, including Andhra Pradesh. Under the Digital India programme, the Government has adopted the Digital Public
Infrastructure (DPI) approach to enable delivery of digital services at population scale through open, interoperable and scalable platforms.
Key DPI initiatives:
The Government has successfully implemented foundational digital public infrastructure (DPI) at population scale for identity (Aadhaar), for payment (UPI), for data exchange (DigiLocker and API Setu), etc. DPI has been a transformative force in India's socio-economic development, significantly enhancing financial inclusion, digital inclusion, governance and economic growth.
To promote linguistic inclusion in digital services, the Government has launched the National Language Translation Mission (NLTM) - BHASHINI, envisaged as a public digital platform for Indian language technologies. The Bhashini platform addresses communication barriers for India's diverse population. This fosters greater access to digital tools for underserved communities.
The API Setu platform has been implemented to facilitate the implementation of the Open API Policy and foster an open and interoperable digital ecosystem, enabling seamless integration and delivery of Government services. Currently, 8,904 APIs provided by various Central and State Government departments are published on the API Setu platform. Further, the Government has implemented Meri Pehchaan, a Single Sign-On (SSO) platform, enabling citizens to seamlessly access multiple Government applications and services using a unified authentication mechanism.
Digital India initiatives are accessible through mobile platforms, which has played a significant role in bridging the urban-rural divide. Expanding DPI in rural areas has been a key priority for the Government of India to improve financial inclusion, digital inclusion and ensure access to essential government services for all the strata of society. These initiatives enable citizens to access a wide range of government services such as digital payments, digital education, digital health, e-Courts etc. anytime and from anywhere. Assisted service delivery through Common Service Centres (CSCs) and other facilitation channels, ensuring last-mile service delivery to rural and vulnerable populations.
The status of some of the key Digital Public Infrastructure (DPI) and digital platforms that have been instrumental in strengthening Digital Infrastructure and ensuring inclusive and equitable access to Government services, particularly for the rural population, women, and other sections of society, is as under:
Impact of digital initiatives:
The Digital India Programme has significantly transformed citizen service delivery by leveraging technology to provide accessible, efficient and transparent Government services. Key digital initiatives such as Aadhaar, Unified Payments Interface (UPI), DigiLocker, Direct Benefit Transfer (DBT), UMANG, Common Services Centres (CSCs), API Setu and Meri Pehchaan have enabled seamless access to Government services, digital payments, digital documents and direct transfer of benefits.
These initiatives have reduced service delivery time, transaction costs and the need for physical visits to Government offices, while promoting paperless, faceless and transparent governance. The extensive network of CSCs has further strengthened last-mile delivery of digital services, particularly in rural and remote areas. These initiatives have enhanced digital and financial inclusion, improved ease of living and ease of doing business, and empowered citizens, including women and disadvantaged sections, through greater access to Government services, entitlements and socio-economic opportunities.
Strengthening Digital Infrastructure and Bridging the Digital Divide:
The Government has undertaken several initiatives to bridge the digital divide and strengthen digital infrastructure, particularly in rural and remote areas, by improving broadband connectivity, expanding digital service delivery, promoting digital literacy and enabling access to services in regional languages and citizen awareness, including Maharashtra.
