The Department of Expenditure announced the launch of Special Campaign 6.0, a focused two-phase drive to institutionalize Swachhata measures and expedite disposal of pending references across the Department and its attached organizations. The Preparatory Phase of the campaign will be conducted from 15th to 30th September 2026, followed by the Implementation Phase from 2nd to 31st October 2026.
All Divisions of the Department along with organizations under its administrative control - Controller General of Accounts (CGA), Chief Adviser (Cost), Central Pension Accounting Office (CPAO), and Arun Jaitley National Institute of Financial Management (AJNIFM) - have been sensitized to identify targets during the preparatory phase. Targets include cleanliness (Swachhata), space management, scrap disposal, record management, and early disposal of pending references. The structured preparatory arrangements are intended to ensure systematic, result-oriented action during the Implementation Phase.
The Department reaffirmed its commitment to administrative efficiency and sustained cleanliness, noting the success of Special Campaign 5.0 (2nd to 31st October 2025). The momentum from the previous campaign continued beyond its formal period and contributed to measurable reductions in pendency. Between December 2025 and August 2026, the Department achieved the following disposal outcomes:
* MP references disposed: 57
* Comments furnished on Inter-Ministerial References (Cabinet Note): 339
* State Government references addressed: 1,123
* Public grievances redressed: 2,788
* Public grievances appeals resolved: 141
The Department of Expenditure expressed confidence that Special Campaign 6.0 will further strengthen internal processes, enhance transparency, and improve service delivery. Officers and staff have been urged to actively participate in both phases and to adopt best practices for sustainable cleanliness and record management.
