Abstract: Provided are: a zinc-based plated steel sheet with excellent delayed-fracture resistance in stretch-flanged portions; and a production method therefor. This zinc-based plated steel sheet comprises a base steel sheet and a zinc-based plating layer formed on a surface of the base steel sheet, and is characterized in that: the base steel sheet has a predetermined composition; the base steel sheet has a predetermined structure at a position corresponding to 1/4 of the sheet thickness of the base steel sheet; a reduced-carbon- concentration portion in a surface layer of the base steel sheet has a thickness of 1.0-150.0 µm; a bainite precipitation region beneath the reduced-carbon-concentration portion has a thickness of 10 µm or more; beneath the reduced-carbon-concentration portion, the total coverage ratio of retained austenite and fresh martensite at prior-austenite grain boundaries is 30.0-60.0%; the retained austenite covering the prior-austenite grain boundaries has a carbon concentration of less than 0.60 mass%; and the tensile strength is 1,470 MPa or greater.
