Abstract: The present invention relates to a video compression technology and, more particularly, to improvement of a local illuminance compensation (LIC) technology included in a prediction coding technology contributing to the improvement of compression performance in a video encoder and decoder. A method for decoding an encoded video bitstream, according to one embodiment of the present invention, may comprise the steps of: obtaining at least one prediction vector for the current block that is currently being decoded from the bitstream; determining at least one reference block on the basis of the prediction vector; defining a first template including at least one pixel adjacent to the current block by using same as a standard block, and/or a second template including at least one pixel adjacent to the reference block by using same as the standard block; extracting parameter information related to LIC by referring to at least one piece of pixel information derived from the first template and/or the second template; determining, on the basis of the parameter information, at least one coefficient applied to a first filter; obtaining a filtering result value for the reference block by using the first filter to which the coefficients are applied; generating a prediction sample for the current block on the basis of the filtering result value; and reconstructing the current block by using the prediction sample.
