Abstract: A computer system implementing a unified workspace orchestration engine for enterprise desktop multi-tool environments. The system manages a bounded pool of Chromium embedded browser renderer processes using lazy instantiation, deferring renderer process creation to first tool activation and producing O(1) application startup time independent of configured tool count, and least-recently-used eviction bounding peak memory consumption to a configurable pool size such that peak memory consumption is invariant with respect to total configured tool count. A unified tool abstraction layer represents both web-based tools and native desktop executables as uniform tool entities with identical activation, lifecycle management, and telemetry interfaces. An IPC-based lifecycle control layer maintains a runtime- modifiable permission policy object governing per-webview notification permission grants at per-instance granularity, modifiable without application restart, constituting a system-level runtime control mechanism. A telemetry store in application-level persistent storage, architecturally independent of any webview pool member's isolated partition, survives LRU eviction cycles maintaining continuous tool-engagement records. Technical effects: O(1) startup complexity; peak memory invariant with respect to tool count; elimination of inter-process OS switching overhead; runtime-modifiable per-instance permission control.
