Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may receive signaling indicating a configuration for UE-measured downlink beam performance reporting for a set of prediction target resources based on a set of performance monitoring resources. The configuration may include an error rate threshold that triggers a prediction failure instance, a temporal window, and a prediction failure instance quantity threshold within the temporal window that triggers a prediction failure event. The UE may measure one or more reference signals associated with one or more performance monitoring resources of the set of performance monitoring resources and generate a performance monitoring report based on a quantity of performance failure instances occurring within the temporal window. The UE may identify beam spatial information for the set of performance monitoring resources based on beam spatial information for one or more prediction target resources from a previous performance monitoring report.
