Abstract: ABSTRACT The present invention relates to a time-synchronized multimodal system and method for detecting concealed rider communication-device usage and generating enforcement-grade evidence. The system comprises a roadside surveillance subsystem including at least one CCTV camera (200), an edge processing node (205), a helmet module (100) comprising an inertial measurement unit (120), a time synchronization service (335), and a fusion engine (330) comprising a correlation processor (332), an event matching engine (340), and a confidence fusion engine (345). The surveillance subsystem generates timestamped surveillance-event records, while the helmet module generates timestamped rider-event records. The fusion engine correlates the event records using a common temporal reference and validates corresponding events based on temporal and spatial consistency. A composite confidence output is generated and supplied to an evidence package generator (350) for creating enforcement evidence. The invention improves rider-event attribution accuracy, reduces false-positive detections, and enhances evidentiary reliability through synchronized multimodal event correlation.
