Abstract: A computer-implemented system for ethical governance of artificial intelligence is disclosed. The system receives an artificial intelligence decision event, normalizes contextual and policy information, and generates a multidimensional moral-risk vector in which risk dimensions such as harm, vulnerability, fairness, privacy, autonomy, safety, irreversibility, uncertainty, evidence insufficiency, and compliance deviation remain separately represented. An execution-derived causal decision- trace graph binds input or evidence artifacts, model and configuration versions, applicable governance-rule versions, risk determinations, threshold events, human interventions, and a selected governance action. A governance controller converts the risk vector and applicable rules into an enforceable response including release, constrained execution, withholding, evidence acquisition, alternative-model invocation, or human authorization. The trace is preserved using a tamper-evident integrity structure. Changes in rules, evidence, model state, or outcomes can be mapped through stored dependencies to selectively re-score affected historical decisions and generate a governance delta.
