Abstract: A system for detecting earth-surface changes from multi-temporal satellite images is disclosed. The system receives satellite images of a common geographical region, identifies temporally persistent reference features and excludes provisionally changed regions from a persistent-reference map. Local spatial transformations and alignment-confidence values are generated using the persistent reference features. Radiometric variations are normalised from stable measurements, and multi-scale image features are compared with adaptive reference feature states constructed from a plurality of historical observations. A persistence register stores first-detection, persistence and reversal information for detected variations. An uncertainty evaluator combines change evidence with alignment, visibility and temporal-confidence information. Geographical regions having unresolved evidence are selectively processed at a higher resolution. A change-map generator produces a georeferenced output containing boundaries, confidence values, temporal states and evidence classifications of verified physical earth-surface changes, thereby reducing false detections and unnecessary high-resolution processing.
