Abstract: Provided is a system comprising an SGW, a plurality of PGWs, and a storage unit, wherein each of the PGWs has an ASN arranged in a different network and is assigned the same IP address. The SGW transmits a session generation request of a communication terminal to a PGW selected as the transmission target of the session generation request. The PGW selected as the transmission target of the session generation request generates session information about the communication terminal in response to the reception of the session generation request, registers the session information in the storage unit, and transmits a session generation response to the SGW. After receiving the session generation response, the SGW transmits uplink data of the communication terminal to a PGW selected as the transmission target of the uplink data. When the PGW selected as the transmission target of the uplink data receives the uplink data, the PGW acquires the session information from the storage unit if the PGW does not hold the session information.
