Abstract: Embodiments of the present disclosure relate to a system (100) and a method (600) of flood simulation within a three-dimensional digital twin environment. The system (100) receives terrain elevation data, stormwater drainage networks, land-use information, and three-dimensional building geometry representing a target wards. Further, the system (100) executes a physics-informed artificial intelligence model to generate hyper-local flood depth predictions and converts predicted flood depths into volumetric water geometries through dynamic vertical extrusion relative to terrain and building elevations. A WebGL-based rendering engine produces an interactive three-dimensional environment accessible through a standard web browser. The system (100) selectively loads only visible geospatial segments and enables multi-axis navigation, zoom control, and street-level inspection for precise flood assessment. The system (100) allows simulated traversal through road networks to evaluate accessibility, identify blocked routes, and support emergency response planning under predicted flood conditions.
