Abstract: ABSTRACT The present disclosure relates to a system and method for smart traffic management using data analytics. Traffic observations from distributed road sensors and signal controllers are synchronized and assigned data-quality indicators before traffic-state estimation. The system determines flow, speed, occupancy, queue condition and residual roadway storage, and predicts congestion propagation or spillback across adjacent road segments. A control-plan engine generates bounded signal parameters including phase duration, green allocation, cycle or offset changes while enforcing controller and safety constraints. The parameters are transmitted to physical traffic-signal controllers. Post-actuation traffic observations are then compared with a predicted response. When a verification criterion is satisfied, the plan is maintained; when the measured response deviates beyond a threshold, the plan or bounded analytical parameters are modified. The closed-loop architecture thereby coordinates traffic sensing, storage-aware congestion analytics, signal actuation and measured-response verification for adaptive traffic control.
