Abstract: A system (100) for reporting civic issues is disclosed. The system (100) comprises a sensor interface (102) configured to capture a plurality of modality inputs and a geolocation coordinate at a civic site, a memory (106) storing a plurality of trained artificial neural networks (114) each associated with a distinct input modality, a communication interface (110), and a hardware processor (104) coupled to the sensor interface (102), the memory (106), and the communication interface (110). The hardware processor (104) obtains the plurality of modality inputs and the geolocation coordinate, executes each trained artificial neural network on the modality input of the associated distinct input modality to derive a plurality of modality outputs, determines a verified issue label when the plurality of modality outputs indicate a common civic-issue category, and transmits a report record carrying the verified issue label and the geolocation coordinate to a department endpoint (112) corresponding to the verified issue label.
