The system (102) performs state transitions associated with the plurality of tessellated spatial units (108) based on a framework (110). The system (102) determines transition probabilities associated with the state transitioned tessellated spatial units using an adaptive model (110-1). The system (102) updates the state transitioned tessellated spatial units based on one or more event triggers. The system (102) generates one or more alerts based on detection of one or more transition conditions associated with the state transitioned tessellated spatial units.
