The invention enables participating healthcare organizations to train machine learning-based threat detection models on locally available datasets without transmitting or exposing sensitive patient information. A local training module generates model parameters that are encrypted using homomorphic encryption techniques and securely transmitted to a federated aggregation server. The server aggregates the encrypted parameters to create a global threat intelligence model while preserving data confidentiality. The generated global model is subsequently distributed to participating institutions for continuous improvement of threat detection performance. The system further includes secure user authentication, encrypted communication, automated model training, federated aggregation, and analytical visualization modules. By eliminating the need for centralized data storage and raw data sharing, the invention enhances privacy protection, regulatory compliance, scalability, and collaborative intelligence generation.
