Abstract: ABSTRACT SYSTEM AND METHOD FOR NEURO-ADAPTIVE PRIVACY-UTILITY TRADE-OFF USING COGNITIVE DATA SENSITIVITY MODELING The present disclosure provides a system and method for neuro-adaptive privacy-utility control using cognitive data sensitivity modeling. Input data and contextual information are evaluated across contextual, semantic, behavioral, legal/regulatory, and re-identification dimensions to generate a Composite Sensitivity Index (CSI). A reinforcement-learning controller receives the CSI together with previous utility and operating-state information and dynamically selects a privacy action, including a Differential Privacy budget epsilon. A privacy mechanism applies controlled perturbation according to the selected action to generate protected data. The analytical utility of the protected data is measured using accuracy, information-loss, model- performance, or related utility metrics. Privacy and utility outcomes are combined to generate a reward that updates the controller policy or Q-values. The resulting closed-loop architecture adaptively strengthens protection for higher-sensitivity data while reducing unnecessary distortion of lower-sensitivity data and continuously improves subsequent privacy decisions through measured feedback.
