The present disclosure discloses a system (102) and a method (200) configured to control allocation and utilization of resources in a decentralized computing environment. A processor (104) receives a request from computing devices (106), determines scope based on access control parameters, and analyses role compliance and behavioural anomalies using an Artificial Intelligence model (104-1). An eligibility metric is computed using scope, anomalies, and device-specific parameters, and compared with a threshold to grant or deny the request. The system (102) further supports identifier validation, lifecycle-based access control, dynamic threshold adaptation, and decentralized resource pooling, thereby enabling controlled resource allocation, communication management, and automated privilege evolution with expiry of access rights.
