Abstract: The present invention discloses a language-agnostic static-analysis system and method for identifying quantum-vulnerable cryptographic primitives across software codebases and infrastructure configurations. The system scans source code, cloud infrastructure definitions and container manifests without requiring execution of the target software, thereby enabling pre-deployment cryptographic risk assessment. A detection engine employing per-language pattern tables identifies cryptographic algorithm usage at the file and line level. A risk scoring module, informed by small language models trained on post-quantum migration patterns, assigns severity scores to each finding based on algorithm vulnerability, regulatory exposure under NIST FIPS 203, 204 and 205 timelines, and remediation complexity. Each finding is accompanied by a specific fix recommendation mapped to the Q0-SDK remediation library. The system produces a structured Cryptographic Bill of Materials, operates fully offline, and supports integration with CI/CD pipelines via command-line and repository-marketplace interfaces.
