Abstract: ABSTRACT: Title: System and method for joint communication, sensing resource optimization in O-RAN enabled multi-cell ISAC A method and system are disclosed for real-time joint communication-and-sensing resource allocation in a multi-cell integrated sensing and communication (ISAC) wireless network deployed under an Open Radio Access Network (O-RAN) architecture. A Near-Real-Time RAN Intelligent Controller hosts a resource-allocation application comprising a trained dueling double deep Q-network (D3QN). At each decision epoch, the network receives radio telemetry through a first standardized service model, constructs a state vector, and evaluates discrete candidate joint actions specifying orthogonal-frequency-division-multiplexing subcarrier partitioning, transmit-power splitting, and sensing-subcarrier interleaved-gap spacing among a sensing function and communication service classes. A selected action is transmitted through a second standardized service model to base stations for physical-layer scheduling. The network is trained using a double-Q-learning update and a reward function incorporating communication-performance metrics and a sensing metric derived from a closed-form target-range Fisher Information expression. The system reduces control-loop latency while improving sensing accuracy, communication throughput, and latency. Main Illustrative:
