Abstract: The present disclosure provides geospatial processing system (102) and method (400) for generating Urban Flood Vulnerability Index (UFVI) over region of interest. The system (102) includes processors and non-transitory memory storing executable instructions. Processors are configured to acquire multi-source geospatial datasets and process acquired geospatial datasets to generate feature layers comprising first index corresponding to water index, second index corresponding to vegetation index, third index corresponding to built-up index, fourth layer corresponding to rainfall aggregation, and fifth layer corresponding to synthetic aperture radar (SAR) before/after flood-change layer representing temporal backscatter variation. Processors transform each feature layer into standardized numeric range to enable inter-layer comparability and generate multi-band geospatial dataset by stacking normalized feature layers. Further, processors compute UFVI by combining multi-band geospatial dataset based on predefined or dynamically determined weighting framework, and generate and classify spatially resolved UFVI map to classify region of interest into multiple flood vulnerability levels.
