The system (100) includes a user device (102) configured to receive geographic coordinates of a subject land parcel and parcel size, and a server (104) communicatively coupled thereto. The server (104) comprises processing circuitry (124) configured to convert the geographic coordinates into administrative identifiers, determine a subject Floor Area Ratio (FAR), determine a benchmark FAR of comparable parcels, and compute a FAR multiplier variable (X). The processing circuitry (124) is further configured to determine a Change of Land Use (CLU) status and generate a first weighted score component (a), determine a transaction velocity metric and generate a second weighted score component (b), determine an infrastructure activity metric and generate a third weighted score component (c), and calculate an investment suitability score based on X·((a)+(b)+(c)).
