Abstract: Abstract A public safety system is described for tracking local incidents and coordinating emergency responses. Traditional safety platforms rely on centralized dispatching, which can delay response times during network outages or high-traffic periods. The described platform addresses these issues through a progressive web application that functions both online and offline. Users can report incidents directly from their devices. In situations without internet access, the platform falls back to SMS-based location broadcasting to alert a user's pre1selected contacts. Additionally, the system generates a scannable QR code sticker linked to a user's medical profile. This allows medical personnel and first responders to access blood type and health history immediately at the scene of an accident. Incoming incident reports are evaluated by an automated moderation module to filter out irrelevant or inappropriate submissions before they appear on a shared community map.
