The network management component (104) having an operations support system (OSS) unit (106) configured to manage outages of base stations (102) of equal or of different weight experiencing the outages at different times to assign which technician has to recover which base station (102). The cost of outages is calculated under different recovery strategies. The total cost of outages for each strategy is compared to determine the strategy with least cost of outages. Timestamps related to different activities of the technician on-site are reported to the network management component (104).
