Abstract: A system and method are provided for assisting a driver of a road vehicle under conditions of impaired forward visibility. The impaired visibility may arise from reduced atmospheric visibility, geometric occlusion, or visual impairment of the driver. Base stations (10a, 10b), which include roadside units, are equipped with Massive MIMO arrays. The base stations transmit dual- function OFDM or OTFS ISAC waveforms. The backscattered echoes are Doppler-classified into a quasi-static class corresponding to road infrastructure, and a dynamic class corresponding to transient objects such as animals, pedestrians, debris, and other vehicles. Both classes are retained, clustered, classified, and encoded as a time-indexed dual-layer georeferenced map Mroad (t) on an edge server (30). The map is delivered to a vehicle OBU (40) by an initial download, periodic refresh, and event-triggered push transmissions. A vehicle-mounted multi- band MIMO ISAC antenna system (200) concurrently performs local sensing. A Kalman filter with a spatial-association stage in the navigation processor (300) fuses both map layers with local detections and GPS. Objects are labelled as double-confirmed, advance-warning, or local-only on display (70) at a rate of at least 10 Hz.
