A processor (106) coupled with a memory (108) receives workload data, cloud region identifiers, and carbon intensity data, and classifies workload data into predetermined categories. A regulatory compliance engine (106-1) determines region-specific security and metadata requirements. A key derivation unit (106-2) generates cryptographic keys using hybrid ECC and symmetric encryption by incorporating contextual parameters and generating ephemeral, time-bound keys. An encryption parameter adjustment engine (106-3) adjusts parameters based on carbon intensity thresholds. A cross-cloud consistency validator (106-4) maintains cryptographic consistency during migration. A monitoring unit (106-5) records compliance and performance metrics, and encrypted data is transmitted to cloud storage providers.
