A hybrid classification engine (106) categorizes rules into domain-specific sectors, while a semantic change detection module (107) identifies added rules (108), deleted rules (109), and modified rules (110). A numerical analysis module (111) detects quantitative changes, an intent detection module (112) determines amendment objectives, and a cause prediction engine (113) infers probable reasons for modifications. An output generator (114) produces structured and explainable amendment reports for compliance monitoring, policy analysis, and decision support.
