Abstract: A system and method are disclosed for adaptive zero-trust policy orchestration across cloud, edge, network, gateway, and Internet-of-Medical-Things healthcare domains. Distributed context evidence relating to identity assurance, device integrity, behaviour, clinical workflow, communication path, and healthcare-resource sensitivity is assembled into a transaction context and used to derive a transaction-specific multi-dimensional risk state. A canonical policy is synthesized from the risk state and is compiled into heterogeneous enforcement instructions carrying a common policy version. A distributed commit manager activates the policy according to readiness acknowledgements and a consistency condition, thereby reducing inconsistent enforcement across domains. Active sessions are re-evaluated upon context changes. A clinical-continuity controller may issue a scope-bounded, time-bounded exception under a verified urgency condition while maintaining compensating controls and auditability. Outcome feedback may propose policy adjustments subject to predefined security invariants and validation before deployment. Accompanied Drawing [FIGS. 1-2].
