The system includes a preprocessing module, a dual-stream Liquid Siamese Neural Network with shared weights and spiking neurons with adaptive time constants, a feature fusion module performing concatenation to generate spatial-spectral-temporal features, and sigmoid neurons generating semantic multi-class environmental transition maps and percentage-based change estimation.
