The multi-modal sensor assembly (104) outputs a visible-light data stream, a thermal data stream, and an environmental data stream representing a common field of coverage. The region extraction circuit (110) outputs a visible-light region, a thermal region, and an environmental region. The fusion circuit (112) outputs a target coordinate from a spatial overlap of the three regions. The actuation circuit (114) outputs an actuation signal encoding the target coordinate to the docking station (106). The notification circuit (116) outputs an event notification carrying the target coordinate to cause dispatch of a responder to the target coordinate.
