Provided is a steel-strip heat treatment method which is the annealing method for a steel strip having a sheet thickness of 1.0 mm or more, wherein the surface of the steel strip is subjected to a pretreatment in which the emission rate is locally changed, and the steel strip subjected to the pretreatment is subjected to a heat treatment.
