The device comprises a photovoltaic energy harvesting unit, rechargeable energy storage unit, power management unit, leaf wetness sensor, leaf temperature sensor, environmental sensing unit, processing unit, local storage unit and wireless communication unit. The processing unit acquires and correlates temporally associated sensor measurements, determines leaf wetness duration and evaluates the collected information to identify agricultural weather-risk conditions. An adaptive power management arrangement regulates device operations according to available stored energy. Upon detecting a predetermined risk condition, the device generates an appropriate risk classification and selectively transmits corresponding information to a remote monitoring platform. Local storage supports measurement retention during communication interruptions. The invention provides an integrated arrangement for localized crop-surface monitoring, renewable energy utilization and automated agricultural weather-risk assessment.
