Abstract: The present invention relates to the development of the traffic optimization system incorporates multi-modal data acquisition in order to acquire urban traffic data in real time. The acquired traffic data is then processed using the adaptive fuzzy logic pre-processor which converts this traffic data to linguistic variables by adjusting its membership functions through continuous feedback mechanism. In order to deal with the uncertainties and contradictions related to smart city environments, including conflicting priorities like that of emergency vehicles and traffic flow, a Neutrosophic Multi-Criteria Analysis (NMCA) engine is used. The NMCA engine utilizes neutrosophic sets to evaluate the traffic criteria considering three components of neutrosophic set namely truth-membership, indeterminacy-membership, and falsity- membership. Using neutrosophic aggregation operator, contradictions of sensors are resolved and optimal signal phase and timing plan is calculated which is implemented through adaptive signal controller. FIG.1
