Abstract: ABSTRACT The present invention introduces a Smart Apartment Complaint Management System, called AptCare. This platform offers a web-based solution for managing maintenance complaints in residential apartment complexes. Residents can submit complaints online through an organized web interface. The system automatically sets the priority of each complaint using a rule-based evaluation engine that looks at safety risks, issue categories, the number of affected residents, and photographic evidence. Every complaint goes through a four-stage resolution process: Submission, Assignment, Resolution, and Feedback. Residents can track the status of their complaints in real-time. A Neglect Detection module keeps an eye on active complaints and their specific deadlines for resolution. It sends alerts if any items are overdue, ensuring that no complaint is missed. After a complaint is resolved, residents provide feedback using the Rate Service module. This feedback is compiled and shown to administrators on a central performance analytics dashboard. The system is built with Python (Flask), MySQL, HTML5, CSS3, and JavaScript. It features a scalable and modular design, fitting for residential communities of any size. This invention greatly improves transparency, accountability, and efficiency in managing apartment maintenance
