Abstract: The present application belongs to the field of communications. Disclosed are a signal transmission method and apparatus, and a device and a medium. The method, which is executed by a network device, comprises: sending a first signal, wherein the first signal is generated on the basis of a binary sequence, and the first signal is used for radio resource management (RRM) measurement and/or downlink synchronization (1010). Low-power-consumption downlink synchronization and RRM measurement are realized by means of a low-complexity synchronization sequence, and the possibility of transmitting a synchronization signal and a measurement signal is provided for some communication scenarios in which it is difficult to use an OFDM waveform.
